Many of those other taxes don't effect everyone, but that sales tax sure does.

But SS and savings were already taxed once, 999 will tax it again. That wont sell.

Cain is giving tax exemptions to families living in low income minority neighborhoods and tax credits to low income individuals to offset any possible national sales tax they might have to pay.

So no, not EVERYONE will be paying the 9% national sales tax. Only middle class and upper class families.
