This is actually kind of a tough one. I don’t think an outsider can easily comment on it. But I fail to see why he should be “excommunicated” from the council for advocating it.

It's not entirely clear from the article what this "council" is that "excommunicated" him. As I understand, a person can only be excommunicated by their bishop. What this "Orthodox Church Council" headed by the Israeli Communist Dr. Amzi Hakim consists of, I do not know, nor do I know how they could have a ecclesial mandate if they are not constituted by bishops or the Greek Patriarch. Do they they have canonical authority?
Maybe one of our Orthodox brethren or sistren can answer this question.
