The point is neither system is communism or pue capitalism. Get your head out of the sand and learn the definition of words - they matter when you try to analyze things and solve problems... and make a coherent argument.

At least in the case of Germany and Austria, those limits were imposed by right of conquest. I presume you have no plan to conquer China.
So, who are you to say how the people there choose to be governed?
What size land forces would you estimate would be needed to accomplish your goals? And presuming the number is larger than our existing Army and Marine Corps (and presuming any President stupid enough to do this would not be immediately removed by Congress), how would you raise, transport, and supply those forces?

China isn't like Eastern Europe. It's more like Russia. It has superpower status and considers itself to be a different civilization from the West, so it's not going to just adapt to Western models. They don't have much experience of Western democracy. They have much experience of tyranny, and anarchic periods which they fear will return, so they value unity above other things. So I think they don't want to rock the boat and risk disunity and internal strife. In contrast to Russia, though, China has become very productive economically.
