From what I have heard, that is what I have come to believe too. I think it is why Lovinger was screwed...he might not have been privy to the stuff coming through, I wonder if he thought these were supposed to be legitimate "studies" they were handing out these monies for, and then when he looked at the studies and the people who kept walking through the revolving door (Like Stefan Halper).

Baker that the office had become a lure for high-priced academic-style papers instead of classified net assessments. Interview transcripts show that ONA officials have acknowledged under questioning that the office has not produced a net assessment, its core mission, for 12 years. On the issue of quality, more than once I have heard our contractor studies labeled derivative, college-level, and based heavily on secondary sources, Mr. Lovinger wrote in a September 2016 email. One of our contractor studies was literally cut and pasted from a World Bank report. No documentation
The Washington Times last year examined Mr. Halpers $244,000 Russia-China report, which focused on suspected collaboration between the two U.S. adversaries. On Page 7, Mr. Halper states: Consultants and Advisors. The following consultants and advisors contributed to the analysis within this study.
On two pages is a list of 43 such contributors, in some cases a whos who of Washingtons national security brainpower. The Times checked with 15 of the 43. No memory of project or person. Quick search of calendar and email shows nothing, Michael V. Hayden, retired Air Force general and former CIA director, told The Times. Jonathan Haslam, a Princeton professor and noted scholar on Soviet history, said: I was never asked to participate in this study and I would not have agreed to do so anyway. I find it troubling that I am listed in a study that I never participated in. On this particular report, the inspector general said, Mr. Halper promised to visit the National War College, the British Ministry of Defense, Harvard University and other august settings. He also would meet with strategic analysts, economists and experts and develop an advisory group. The inspector general concluded: None of the 851 footnotes in the deliverables attributed source material to an interview conducted by Professor Halper. ONA personnel could not provide us any evidence that Professor Halper visited any of these locations, established an advisory group, or met with any of the specific people listed in the statement of work.

Washington, MD -- in parallel with the NSA, but not warrant-governed by any court -- and used to spy on millions of domestic phones -- including trump & Flynn.

But in management, planning and decision-making positions that is more like 95%. To advance in the public sector you must be a reliable member of the club. If you are not seen that way, you will be held down and eventually drummed out. Government employment is NOT a meritocracy in any way, shape or form it is a club of the like-minded. An interest group at best...at worst it is reminiscent of the Stassi or SS in its mind-set.
Government employees are groomed and advanced from the very start to be loyal to ends of government interest. You literally have to be the equivalent of a very talented under-cover spy to survive for a long period with a different viewpoint.

Sounds like a worthy project!
You should be able to translate your spreadsheet (in comma-delimited "CSV" form) into a HTML <TABLE>, and, thus preserve your formatting and sorting.
I haven't tried it yet, but several sources recommend the online "Tableizer!" webpage/app. (You just PASTE your "CSV" spreadsheet cells into their form box -- and, supposedly, the website will produce your HTML "<TABLE> </TABLE>" code for you to COPY and use on FR...
(I don't use online stuff much, because I have my own offline HTML editor app that handles things like that for me...)

I have used a good amount of HTML over the years, but never done much for tables...guess this is a good time to start learning that!
Sigh...I tend to use too much HTML, much like when desktop publishing first became available, and you had access to a hundred different fonts, I constantly had to fight the urge to use all of them...
Of course Obama and his one world Marxist pals were in on this.
