The letter, addressed to Attorney General Bill Barr and BOP Director Michael Carvajal called on the agencies to take immediate action to safeguard the prisoners, specifically those who are elderly or have chronic health conditions. If they release them, and they are on the street, how are they safer? In half-way houses?
What will happen to them if they get sick on the street?

How about putting every prison on total lock-down?I have a colleague who's wife went to prison for fraud and he informed me on Monday... "I went to the prison on Saturday and they turned me away. I can't visit my wife. The prison is on lockdown for THIRTY DAYS." This is at Greenville, IL
So yes they have locked down at least one federal pen... maybe more. This is a smokescreen by the ACLU.

Turn the crims loose on the populace, and just imagine all the $$$$ the hack lawyers will rack up defending the perps as they collide with the law and get recycled through the system one or more times. Yeah great idea release prisoners from a controlled contained environment who
might, maybe, could, be vulnerable and dump that out on a society that they gladly victimized due to their vulnerability.........which is why they are in prison to begin with.
Both the prisoners and society are safer with them staying right were they are.
