GAO finds Trump administration broke law by withholding aid from Ukraine

The Trump administration violated the law by withholding appropriated security assistance to Ukraine, the Government Accountability Office said Thursday in a report.

The independent watchdog said the Office of Management and Budget (OMB) withheld the appropriated funds last summer.

The report said U.S. law “does not permit the president to substitute his own policy priorities for those that Congress has enacted into law.”

“Therefore, we conclude that OMB violated the [Impound Control Act],” GAO said.

The withholding of the aid is central to the ongoing impeachment proceedings against President Trump.

Withholding aid? What aid was withheld? As I understand the Ukraine got all the aid that was approved by congress.

GAO argued that the funds were improperly delayed. If the White House had submitted an notification to Congress, that would have been in compliance with the law. But the WH argued that it was a programmatic delay, and the GAO disagreed with that line of reasoning.

The current Comptroller General is Eugene Louis Dodaro, who became Comptroller General on December 22, 2010. He was preceded by David M. Walker. On February 15, 2008, David Walker, then Comptroller General, announced that he was resigning from GAO to head The Peter G. Peterson Foundation. Eugene Louis Dodaro became Acting Comptroller General of the United States on March 13, 2008, and was subsequently appointed by President Barack Obama on September 22, 2010, and confirmed by the Senate on December 22, 2010, as the Comptroller General. Dodaro was sworn in as Comptroller General at a ceremony at the GAO on December 30, 2010. He will serve a 15 year term.

The GAO is responsible for making decisions on possible violations of the Impoundment Control Act.

I mean once he got caught breaking the law he released the aid, so it really wasn’t that bad!!

GAO does whatever Congress tells it to. Remember they were the ones who scored ObamaCare. When they didn’t come out with the right results they were told to go back and score it again.

It appears that the sham will be a never-ending one, where if the first articles are worthless, they'll find another and then send that one over, then another and another. It's death by a thousand cuts, slowly whittling away any political support.

It's bovine scat because, as others pointed out, it was still dispersed even if it wasn't immediate. Looks like the GAO has been infected with Swamp Fever too.

Notice how we have to wait two years for a report. But these guys can do it in three months. But to look at what they are saying, if the president does anything not line the law he is breaking the law. The constitution gives him sole authority in matters of state. So its very odd that the President has no leeway whatsoever in how he carries out laws. Thats a standard no President has ever met. Nor has any judge ruled that way.
