GAO argued that the funds were improperly delayed. If the White House had submitted an notification to Congress, that would have been in compliance with the law. But the WH argued that it was a programmatic delay, and the GAO disagreed with that line of reasoning.
They can say whatever they want, but it still does not change the facts. 8>)
