Not true - The Clinton administration with Madamm Albrite as Secretary of State, and the Obama administration, both worked earnestly to reduce the American influence around the world. The Clinton/Albrite cabal empowered the EU solely to counter the US, saying it is not best for the US to be the only superpower (this was even said in her book).

They may say things like this in books, but how many countries did the U.S. abandon under Obummer? How many other countries did we actually acquire a presence in?
Now it’s true that Obummer’s actions in Iran strengthened the Iranian regime, but the addition of places lie Qatar and Syria (as well as others) to the list of growing US involvement signaled that the US was not really abandoning it’s interventionism.

Qatar wasn’t added. It was always there, especially since Saddam’s invasion of Kuwait convinced the Gulf kingdoms that their neighbors were once again a threat to their existence they hadn’t been since the advent of Pax Britannica (which transitioned to Pax Americana). That’s why they paid for this base to house American troops and equipment:

The reason we’re there is because, otherwise, any reasonably enterprising ruler can literally overrun the region before Uncle Sam can get off the ground. Saddam could have conquered all of the oil-producing Gulf kingdoms before the US could respond. He halted because he thought Uncle Sam would let him get away with erasing Kuwait from the map, but not anything beyond that. If he had moved against the 82nd and the 101st that were airlifted there in the days after Kuwait was occupied, he would almost certainly have eliminated both divisions, given their complete lack of heavy equipment (tanks and artillery) and air support. Our presence there today is a way of reducing the temptation that got Saddam’s military machine going.

It’s actually based in Hong Kong, and caters to Anglosphere (mostly American, Aussie and British) expats, who are generally not particularly pro-China. It also features plenty of articles and editorials that present a warts-and-all view of China. But it also presents Beijing’s view, which expats also need to know, because that view obviously provides a guide to future Chinese initiatives - pretty important for anyone working in Hong Kong’s finance or industrial sectors.
