I felt so bad for all those old people from the nursing home, having to stay out in the park for hours, maybe days. Hopefully they have found safe shelter.

It was basically a third world country until the 70's and 80's when tax laws move many pharmaceutical companies there and they helped the economy. Then the resorts grew during this same period and it became a travel destination bringing in even more money. However, the leaders have always been second rate and never put funds aside to improve infrastructure, so the infrastructure is still third world....and guess who they want to pay for improvements?
