The old Fuddy Duddys were hired back as contractors and still run things. They replaced me with four Brazilians in 2006 and had to hire back some of our team to act as ‘backups’.
One engineering company I worked for fired most of their key older engineers, replaced them with much younger engineers with no more than two years ago experience. The kids were supposed to copy what the old guys did on previous projects. You seen one chemical plant, you seen them all, besides, have to present that young cool trendy image. And how did that work out?
As others have said, fire the older high paid workers, and hire in younger folks for half the salary.
Any final ear pension growth can then be waived.

Public companies will not make a move involving RIF or restructuring without 100% approval from Legal and HR.

It isn’t just IBM. Fire the employees who have been there the longest before they retire on the company’s dime. New hires are paid much less than someone who’s been with the company for 20 years.
The Obamacare scare caused this across a whole lot of industries.

Or, just hire young women.
Then, pay the laid off workers to come back as contractors and do all the real work.
IBM should be free to fife and hire staff without snowflakes filing lawsuits and the government getting involved.

Common practice. Old workers are too expensive, too much vacation, too much sick leave and too much medical cost. They get rid of them just like people used to get rid of old plow horses or old cows that have had too many calves.
