Tornado Warnings should only be issued for actual tornadoes.
Tornado Watches are for possible tornadoes.
Im surprised they arent issuing Mars Alien Attack warnings, because that illustrates the same approach.

I’m looking at NWS for NY, NY, and surrounding areas, and there are thunderstorm warnings, but no tornado warning or watch.

Spoken like someone who lives well out of tornado country. Tornado warnings, even if not confirmed tornadoes, are given when radar indicates a possible tornado. These warnings save lives, as evidenced by the monster tornado which went through NE Kansas tonight, with no known deaths at this time.

They probably would. Same reason you rarely see a sustained tornado touchdown in hilly country.
