It is a question as to whether the motivation for this proposed statute depends upon percentages.
Well over 90% of all sex offenders who prey upon children are male. The ratio of male-to-female child victims is about 50/50. The percentage of homosexuals in the general population ranges from 3-10%, depending upon whom one asks.
Does this not speak to an over-representation with respect to sexual preference vis-a-vis pedophilia? Is that why this bill was offered? Does a certain politically favored group merit exemption from laws enacted to protect children?

Well then in that instance, they can't consummate a "marriage".....and therefore, shouldn't be able to marry.........since what is marriage without consummation?

I know what to call it:
The Pedophile Protection Act.
A lot of states have somewhat similar laws. They are called “Romeo and Juliet” statues and provide exemptions for age of consent laws. But most are set less than 10 years.
Makes you wonder just why would someone write such a bill.
