The White House has directed the Army Corps of Engineers to "look at possible ways of funding border security," Press Secretary Sarah Sanders told Fox News on Thursday night, as the ongoing partial federal government shutdown over money for a border wall is less than two days away from becoming the longest in the nation's history.
Separately, Fox News is told the White House directed the Corps to examine the February 2018 emergency supplemental, which included disaster relief for California, Florida, Texas, and Puerto Rico, among other states, to see what unspent funds could be diverted to a border wall, according to a congressional aide familiar with the matter.
Such a move still could require the president to declare a national emergency in order to access those funds to build a wall, because they were earmarked for a different purpose. The discussions with the Corps suggest the White House is closely looking at the possibility of declaring such an emergency, as Trump has floated repeatedly in recent days.

W did similar with the outflow canal dams & pumps at Lake Pontchartrain and the anti-ballistic missile defense at Ft. Greeley. They were built as “test systems” which did not need congressional approval.

Why not take those hundreds of thousands of nonessential federal employees and shift them to digging for the wall on the border?
Hopefully some will decide to find alternate employment — other than sucking off the government tit.
Perhaps, if it isn't a bluff, and once the courts allow it in a few months to years.
And that will inevitably become the problem.
Going to take many election cycles to throw out / replace the current subversives who legislate from the bench.
That is, if we still have a majority in this country that actually care.
A physical barrier is necessary, but not sufficient.
You have to remove the incentives for illegal migrants.
All remittances should be confiscated to pay for the cost of illegal migrant remediation.
All employers of illegal migrants should be fined to pay for illegal migrant remediation.
Illegal migrants should not receive any government subsidy.
All illegal migrants should be fingerprinted, DNA’ed, and facially recognized. Tattoos would be nice — maybe florescent?
