W did similar with the outflow canal dams & pumps at Lake Pontchartrain and the anti-ballistic missile defense at Ft. Greeley. They were built as “test systems” which did not need congressional approval.
So the 2,000 mile fence can be a test system, too. These guys are geniuses I tell ya.
