Well, ISIS sure doesn’t think Mattis is a joke. There is a plan in place. We don’t know the details of the plan, but there is one. Trump has given the order to stop the caravan and has left it to Mattis to carry out the order.

There are many many commanders that could have beat ISIS. What was lacking before was Presidential buy in. That’s what made the difference not Mattis.

Mattis is a proven warrior. Many high-ranking generals were politically connected in the past several decades. Mattis is not PC.
