Top US military officer warns NKorea that US military ready
SEOUL, South Korea (AP) The top U.S. military officer said Monday that the United States wants to peacefully resolve a deepening standoff with North Korea but is also ready to use the full range of its military capabilities in case of provocation.
The comments by Marine Corps Gen. Joseph Dunford in a series of meetings with senior South Korean military and political officials and the local media appeared to be an attempt to ease anxiety over tit-for-tat threats between President Donald Trump and North Korea while also showing a willingness to back up Trumps warnings if need be.

It imagine the gummint has already resolved this “peacefully”. They have already accepted a Nuclear North Korea. It may take them a year or two to publicly acknowledge it.
I knew for two decades that N. Korea would never give up nukes. They laughed at it and now they say I am right. But the conclusion is same: appease N. Korea. They said N. Korea will give up nuke if we appease her, and now say that N. Korea won't give up nukes so we appease her anyway.

I suspect U.S. is not providing any sensitive information to S. Korea now, because her government is basically a security risk.
While concern for casualty in Seoul is a big factor, but his opinion matters less than you think when it comes to attacking NK.
I believe you are correct. The establishment is still pretty much running the gummint and has no intentions of allowing either a preemptive or retaliatory attack of any kind on North Korea, unless of course they do something really crazy. Notwithstanding Trump’s stance, they are content to allow this threat to grow and will obstruct any attempts at kinetic action.
Instead of showing resolve to stop this madman, the establishment’s plan is to assuage the country that we can live with the threat and “manage the problem”.
The really worrisome aspect of all this is that our adversaries around the world are watching North Korea threaten us — and getting away with it. The rest of the world is taking note and they are perceiving weakness instead of resolve and strength.
History has taught us time and again that appeasement and passivity never work. But here we are again.
Just like “managing $20 trillion in debt” I suspect someday the price will have to be paid but no one cares today.

Whey you violate one agreement, its likely that you’ll not adhere to others as well. That simple fact is apparent to most of us outside of Foggy Bottom in Washington.
Bureaucrats and politicians like things like international agreements, bi-lateral talks, dialogues, and pacts because it keeps them relevant and employed. They are OK with being deceived just as long as they can strike another “deal” to fix the last one that failed.
Unfortunately, the rest of the world is watching and learning from our mistakes, blunders and lack of will.
Weakness invites aggression. Always has, always will.

Back to your point, we are being deceived on a massive and dangerous scale but no one seems to care. At some point in the not too distant future, they will however. But it will be too late.
I will allow that our government is pretty good at deceiving us. Its the one thing they do well.
