NYPD cops forbidden from breaking up noisy parties

A new NYPD directive forbids cops from entering a residence in response to a noise complaint — unless they’re given permission.

The directive, a copy of which has been obtained by The Post, means loud partiers can simply tell the cops who come to their door to just go away.

The bizarre constraint is the result of costly, successful lawsuits against the city by homeowners who complained that cops barged onto their properties without a warrant, multiple sources told The Post.

“Easy solution: Instead of calling police with a noise complaint, just call to report a domestic violence incident.”

Many years ago, while living in an apartment, I saw a young man and woman arguing in the parking lot far down below me. She was dressed in an evening gown for some sort of gala event. He was dressed in a wife beater and sweats. She kept trying to get in her car and drive away. He kept preventing her from getting in the car. He was trying to convince her to come back into the building. He was forceful with her, but didn’t strike her outright. He threw her keys in the grass to prevent her from leaving. By this time I was on the phone with the police for a couple of minutes already detailing what was going on because to me this looked like he was forcing her against her will. I can even remember the 911 dispatcher’s reaction for one thing I said:

Me: She’s taking off her clothes.
Dispatcher: She’s taking off her clothes? [She shouted]
Me: Yes, right there in the parking lot. . . . Now she’s putting on sweats that she had in her car.

The cops showed up. The cops talked to both the young man and the young woman. The cops arrested the young woman for drunk driving. her boyfriend had been trying to stop her from driving away while drunk. He was trying to save her life.

When the young man walked back into the building he looked up - knowing someone up there had called the cops - and said some choice words.

How was I to know? It looked like he was kidnapping her. Here he was just saving her. Oh, well.

We had a neighbor that used to party on their back deck until 5 am on week days, had to have been doing coke.

I got fed up and was calling the cops when my son said he’d go talk to them.

They told him to go f’himself and get off their property.

He replied, “It’ll be your loss when the cops show up, shoot your dog and steal your stash”.

We never heard a peep out of them again.

The previous policy was the officers had to get permission from their bosses to enter. Now they have to go back and issue summonses the next day. Why don’t they just go ahead and get a warrant?

I used to have a neighbor when we lived in the Boston area who would call the police every time we had a pool party as the noise traveled.

I hated dealing with cops during parties. They are rude and try to get in to search the place. They treated everyone like a drug dealer and these were mostly guests who were professionals from the small town we lived in. Luckily, mostly we had a few lawyers in the pack of guests. It’s like having guard dogs. : )

How much will parking fines go up to compensate? 300 percent?

And illegal turns -- how about 400 percent? Will they mark every single intersection on Park Avenue from 30th St to 120th St as "No Left Turn", with cops on 24-hour patrol at 20-block intervals?
