Yes, but the Royals can't do much with day-to-day government. My understanding is that the Sovereign's assent to political process in general is important, but not a deciding factor in specific issues. From what I understand, it isn't often withheld. The Royals keep out of it for the most part. I'm sure my Commonwealth friends will correct me if this is in error.
I'm not looking forward to Charles' reign. I could see him breaking into the House of Commons in his Muslim getup with a list of arrest warrants drawn up by Jeremy Corbyn.
