Seems like Comey is not denying that the tapping was done, but that perhaps that Obama was behind it. I've always viewed Obama as too lazy to do anything this intricate.
She knew about the wire-tap, was illegally given the information and, like the debate questions, used them for her own political gain instead of notifying of the (illegal) leak.
