This people can be ‘windowed’. Given a job with a desk and a window, and no access to systems other than HR. At the same time they are required to attend a 5 minute review, F2F meeting each day at 0830 and 1630.
I have seen it done.

All these last minute moves by Obama are designed to delay Republicans the opportunity to enact their agenda. If positive change happens from policy changes by 2018 Dems know they are screwed.

Somehow, the writer did not feel it would be useful information to see the last-minute appointment records of the last several Presidents. Without this data, one can make the argument that they all did this.
Although I seriously doubt it.

The story makes reference to two types of hires. The important ones are positions requiring Senate confirmation. Those appointments are not going to happen unless the Republicans approve. If they happen at all at this point, it will be because they are part of an arranged deal. It is hard to see what leverage the Democrats have to make such a deal in the closing days, and unless that is the case, these nominations won’t go anywhere. The other sorts of appointments referenced are for various advisory boards. These are routinely filled by outgoing presidents, who scatter a few plums among the troopers who have stuck around to the end.
