I believe that Graham is signaling here that he intends to vote with Democrats against Trump.
Not just on this....this is simply an opening gambit.

1. Ted Cruz is not shy about opening his mouth. He has said nothing about the Russians.
2. Outer Elbonia could have gotten into those emails, and a whole bunch of folks likely did. Plus, there were leaks, which are not hacks
3. No one has explocitly denied that the content of the emails are true.
