In advance of big storm, New Jersey lifts licensing laws for shoveling snow

Just days ahead of an expected blizzard on the East Coast, New Jersey has officially repealed a nonsensical rule banning the shoveling of snow without a license.

Gov. Chris Christie on Tuesday signed a bill making it legal for New Jersey residents to offer snow shoveling services without first registering with their town. Last year, two entrepreneurial teens going door-to-door and offering to shovel snow for a small fee were stopped by local police in Bound Brook.

The cops told the two boys, Matt Molinari and Eric Schnepf, they were not allowed to solicit businesses without a permit.

In Bound Brook, that license costs $450 and is only good for a period of 180 days.

After the story made national headlines, state lawmakers began working on a solution.

Republican State Sen. Mike Doherty, who sponsored the so-called “right-to-shovel” bill, said it was incredible that some towns wanted teens to pay expensive licensing fees just to clear snow off driveways.

The bill removes only licensing requirements for snow shoveling services, and only applies to solicitations made within 24 hours before a predicted snow storm. Towns with laws prohibiting door-to-door solicitation will be able to enforce those laws in all other circumstances.

The bill was one of 93 signed by Christie this week, according to the governor’s office. He also vetoed 65 bills.

Great question is WHY there was a need for such licenses in the first place:

This is naked extortion by the state.

No one seriously believes that such licenses protect the consumer public against shoddy shoveling.

When I was ten a neighbor lady called my mom to see if any of us kids could shovel her driveway for her. So, my mom sent us over. Four of us with shovels in hand.

We got over there and she didn't just have snow on her driveway but 1 1/2 inch ice on a driveway that was probably 100 feet long and 8 feet wide. The ice was there because she had neglected to get someone soon enough after the first snowfall. So we were really tackling at least 3 or 4 snowfalls.

We got to work clearing the snow and all the ice. It took us at least 3 hours. And you know what our pay was? 5 bucks to be split 4 ways.

She did take pity on us and served us some hot chocolate.

If I were in NJ I would have owed the state $445 for the privilege.

Wow when I was a kid, my four brothers got the job of shoveling snow. Nebraska could produce tons of it. Can’t imagine what my WWI Dad would have said if they told him the boys couldn’t shovel the snow.

OH ROFL how funny, and seems that is exactly the case up there.

My gosh what has this country come to?

Can't shovel snow without a license......What do they do if someone puts salt or sand on their walks and driveways?

Bet they can't do that either, as it would put the Lawyers out of a profitable "INJURY" settlement......

Kinda tells you what kind of a Republican can be elected governor there doesn’t it. New Jersey is “in the running” for the worst $hit hole state in the country. Others are Maryland, All of New England, and Illinois. As bad as it is here in California, and it is, our RATs are still in low gear here when compared to these places, I just imagine it’s largely because RATs have run these states for literally 100 years or more. Chilling for me to consider what they will end up doing here left to their own devices for an extended period of time.

I remember an episode of nightline, after Sandy hit NYC. The anchor was doing a ride along with code enforcement on Long Island. What were they looking for? He was fining people who were cutting up trees and pulling them off houses without a permit.

I am sure it is the law of unintended consequences. the bill was originally designed to prevent professional solicitors and scam artists with the thinking that the police would not be enforcing the rules on an enterprising kid shoveling snow in there neighborhood but some cops are to stupid to realize that the law was only there to be enforced when the person is creating problems.

As a kid it was the first job I ever had I charged 1 dollar for a walk way and 3 dollars for the driveway. at 10 years old I would go out with my brothers and In a 4 hour period each of us would have about 20 dollars that was in 1979. I wonder what kids charge today. back then it was a lot of money.
