I don’t know about the escalator but I have been in Jersey quite a few times and always annoyed by the pump law. Brief article link below. Basically a holdover from earlier days when many states were like that. Most repealed though eventually.
Sounds like the kid who comes around AFTER the foot of snow has fallen, will need the license. ??....And me, the homeowner, will get a fine if the snow isn’t taken care of within 24 hours. (BTW, if a homeowner files a long form tax form, take off the cost of snow shoveling for your sidewalk under sidewalk maintenance).
Towns that prohibit door-to-door solicitation did so to prevent hucksters coming in and selling crap or nothing at all, taking your money, and skipping town. Kinda hard to skip town on a snow-shoveling job when you get paid after the job is done.

As to the Pump thing and other NJ laws, this is insane.

I refuse to live anywhere that requires me shovel anything, especially if they have a time limit and then keep the paperwork of said shoveling. My particular method of paying the fine would be discussed on this forum after I am gone.

It is NOT a New Jersey law! It was a Somerset County borough’s regulation ordinance. The borough is Bound Brook.
BIG difference!
There are 21 counties in New Jersey. These counties together contain 565 municipalities, or administrative entities composed of clearly defined territory.... 250 boroughs, 52 cities, 15 towns, 244 townships, and 4 villages.
The ordeal, where the cops stopped two kids from shoveling, happened in Bound Brook, a borough with a population of 10,450. The state of New Jersey has a population of 8.950 million.
That ordinance was ONLY for Bound Brook, compliments of the local Democratic elected officials. I cannot believe you read a headline from the liberal media, and all of a sudden you interpreted it to mean that it involved all of New Jersey and that Christie was responsible for making the law.
Well, so sorry I don’t spend my days investigating the intricacies of New Jersey Governance, boroughs, counties, cities, etc...
What if someone’s injured due to a shoddy shoveling job? Is the state liable?

You really do not have to spend your days investigating unless you are not very intelligent. It took me five minutes to look up the facts. Next time you post, my friend, take just five minutes out of your day before you post a stupid and hateful comment.
