Pagliano did not list the outside income in the required personal financial disclosures he filed each year. The State Department has said Pagliano concluded his full-time service in February 2013, which coincides with Clintons departure as secretary. He remains a State Department contractor doing work on mobile and remote computing functions, according to a State Department spokesman.

A spokeswoman for the Senate Judiciary Committee said that Pagliano informed the committee that he would not testify after his lawyer was told that he might face questions about outside employment.

To find a company to take over for Pagliano, the Clintons turned to Tania Neild, a technology broker whose company, InfoGrate, is in Bronxville, N.Y., about 20 miles from their home.
In January 2013, weeks before Clintons departure from Foggy Bottom, Neild alerted a small Denver-based technology firm, Platte River Networks, to a possible contract, according to Andy Boian, a spokesman for the tech firm.
Boian said Neilds notice included no reference to the Clintons and the company submitted a proposal for the work without knowing the identity of the famous potential client.

1. Why Pagliano is refusing to testify: he is afraid of being prosecuted by the government for failing to report outside income. It therefore seems like that the committee won't care about this, and will grant him immunity.
2. How the Clintons came to be involved with Platte River Networks: evidently, it was a firm that Neild often used. The part about blind bidding is interesting.
We serve would have received our FBI visit and still be in jail for pulling these types of stunts ....

This is the exact same thing we went through in the 90s with Craig Livingstone. Another low-level guy who was secretly paid by Hillary to collect data on 700 enemies of Bill. The Clintons are the very personification of “those who ignore the past are doomed to repeat it...”
They should still call him and let him take the fifth. Meanwhile, has the FBI or anyone else(think Kerry’s State Cleaning Service) bothered to collect all employment records and all records of his work on these computer servers. Invoices and other paperwork will show the server(s) used. Probably will show the multiple servers used and the ones we don’t know about yet. Anyone not checking is giving Hillary a pass.
The combination of stupidity and arrogance in so many of those in power boggles the mind.
The Clintons' don't pay for what they can mooch off the taxpayer or pay-to-play donors.
Remember the tens of thousands of dollars of furniture, fixtures, art & silverware they tried to heist from the White House when Slick left office.

It would be interesting to see if such paperwork exists. Did Pagliano submit detailed invoices? Did the Clintons send him a 1099? Knowing the Clintons, I suspect the answer is no to both. It is possible that Pagliano did not bother to complete a Schedule C and report the income on his 1040, either.
Platte River was probably a bit more formal. They are a company, they probably send invoices. But such invoices can be very vague: “Computer services, 37 hours at $85 a hour, total $3145”.
Of course the Clintons lie. It’s in their DNA. They can’t help themselves.

Pagliano's resistance and ntl security emails in possession of the Clinton Foundation also explains why people pledged hundreds of millions of dollars to the Clinton Foundation---b/c they got valuable US intel in return....no doubt aided and abetted by Pagliano.

Yes, that he was being paid by Hillary for setting up her personal server (to hide her emails from Freedom of Information Act requirements), while also being paid by the State Department for work there. You can't convince me that he did all of his work for Hillary during off hours from his full time job at State.
