So “it” is obviously harkening back to Trumps suggestion that those with productive (illegal) jobs and not welfare recipients should be allowed to stay.
He spoke about this in the past. The easiest part is stopping more illegal aliens from sneaking in here. Getting rid of people and families already here who are working, part of a community, not real criminals and want to be Americans - not so easy.
If you home is on fire, 1st priority is to stop the flames.

In order to take stock, one must hit a point of stasis - it's why businesses often close periodically to take annual inventories. Hard to come up with a sensible plan until you stop the leaks and have a quantifiable population to make decisions about - or even be able to make any quantifiable impact via deportation because these days, for every deportee, there is a handful of others coming in. Any comprehensive answer at this juncture would be useless and remembered later when enemies need fodder to attack with.
