Since a ccw in Ohio requires an extensive background check (mine took 60 days) I would think having a valid ccw would qualify for the background check at purchase. In Ohio it doesn't -- they still run another check. I have no idea why Ohio doesn't recognize the Colorado permit -- they're backwards I guess?
Because you were already background checked to qualify for the license.
