I would argue Cuba is inconsequential as far as anything goes. Given the death of the Soviet Union, Cuba doesn’t really matter about any thing.
The old men are at death’s door and will be gone pretty soon.
I’m guessing that even before Cuba could become a real self-sustaining country it would have to come out from under control of communism. That will not happen.
What probably will happen though is that Obama will commit untold billions to rebuilding its infrastructure, support systems and the like, all the while importing those “freedom-seeking” troublemakers the government there wants to be rid of.
We will add more debt on top of debt, Obama will get more Democrats, and a Cuban Dictator will be partying in the White House with Odumbo and the Mooch to a Gala Concert by Gloria Estefan.
