Rosneft, Russias second-largest energy company, has little recent history in Cuba; Zarubezhneft, in summer 2013 pulled out from near-shore exploratory drilling earlier than expected, saying it may return in 2014.
Rosneft is reviving interest in a key project within the Mariel Zone that doesnt seem to have any obvious use since the pullout of an offshore oil platform from Cuba in 2012, after drilling dry holes.

Repsol, has confirmed that (his) company and its partners are abandoning drilling offshore Cuba, representing a major blow to the islands ambitions to secure oil self-sufficiency.... The decision follows reports that the Jaguey-1 exploration well drilled by Repsol and partners Statoil (Norway) and ONGC (India) on Block N26, in Cubas Exclusive Economic Zone (EEZ) in the Gulf of Mexico, had come up dry.
