A huge front-page story in today's Wall Street Journal is called "Israel Outflanks White House in Pressing Gaza Strategy." The piece contends among other things that Israel has been doing an end-around the White House by securing munitions directly from the Pentagon. That contention is false. In fact, buried in the twenty-first paragraph of the piece is an explanation that the weapons purchase that they suggest is an end-around in the first few paragraphs is actually standard operating procedure.
The WSJ piece begins:
White House and State Department officials who were leading U.S. efforts to rein in Israel's military campaign in the Gaza Strip were caught off guard last month when they learned that the Israeli military had been quietly securing supplies of ammunition from the Pentagon without their approval.
Since then the Obama administration has tightened its control on arms transfers to Israel. But Israeli and U.S. officials say that the adroit bureaucratic maneuvering made it plain how little influence the White House and State Department have with the government of Israeli Prime Minister Benjamin Netanyahu —and that both sides know it.
Buried way further down in the article is the fact that ordering weapons military to military is standard operating procedure:

I didn’t read it as they lied. I read it as Obama and the state department were caught offguard.
The story line makes for a half-truth.
Israel did nothing wrong and the DOD did nothing wrong.
Then who “outflanked” the Whitehouse”?
Their own amateurish behavior outwitted them. They ignored long standing legislation that has set protocols for military hardware sales and transfers that can be made - keeping with those protocols - without asking the White House permission every time.
Ignoring all of that the Obama White House mistook their own anti-Israel antics & ambition alone as sufficient to change the law, but the DOD, knowing the law and the protocols and not being told of any change in the law merely followed what normal policy said it should be.
Israel “outflanked” no one. The amateur was “outflanked” by the law and the standing regs and protocols it put in place.
... and Obama was angry, essentially at himself, for missing this, so he blamed Israel, saying that they were engaging in sharp practice.
I don't believe the line that this leak was a mistake by a low-level official.

I read it that the “normal procedure” was disrupted from on high in the Obama Administration. Like maybe Obama became an obstacle to “normal procedure”.

Parts of the WSJ story, which agree with my sources and may be very accurate also points to my contention that the leaker was a lower-level administration or State Department employee. Sections of the piece indicates that the Obama Administration engaged in a number of previously unknown hostile maneuvers against Israel during the fighting, including holding up weapons delivery (Hellfire missiles). Additionally Administration actions that were perceived by supporters of Israel as friendly (the resupply) were actually not friendly at all, but only occurred because the Administration was unable to get organized in time to stop them. Obviously this story chips away at the Obama/Kerry contention that they are friends of Israel and wouldn't be planted by a media-savvy senior official.

It is always good to keep in mind that, at least as of 2011, the second largest shareholder in News Corp was the Saudi royal family, through Alwalid bin-Talal and his Kingdom Holdings investment corporation, over 95$ of Saudi investments.
What that means is hard to say from the outside. The Saudi Family appears to have aligned itself against the Muslim Brotherhood, meaning against the U.S., now the major armory for the Muslim Brotherhood, including ISIS, ISIL, al Qaeda, Hamas. The Saudis appear to be in conflict with Qatar, and
are said have begun cooperation with the IDF. Remember that Osama’s family did much business with the Saudis, but Osama fought, in part, to end the reign of the Sauds.
The Saudis helped and supported the Egyptians and Mubarak while Muslim Brotherhood forces were put into office by Obama’s minions, beginning with Obama’s first public speech delivered at Al Azhar University, where Obama insisted on seating the then illegal Muslim Brotherhood representatives in the front row, clearly showing the Arab World that Prime Minister Mubarak, a friend of both Israel and the U.S., no longer had U.S. support.
It is a tangled web, and Obama’s patron, if we believe former President of the Borough of Manhattan, Attorney to Malcolm X, Charles Rangel and Louis Farrakhan, and WWII Army Air Corp pilot Percy Sutton, who named Prince bin-Talal as the reason Obama didn’t need financial help getting into Harvard (see YouTube). Obama just needed some influence to get him accepted by Harvard Law. Just to add to the facts, not rumors, the Saudi Family’s and bin-Talal’s legal counsel, named by Percy Sutton, was old friends with Valerie’s father-in-law, Vernon Jarrett, who wrote a Chicago Trib. article promoting Khalid Al-Mansour’s/Don Warden’s venture in 1979, spending twenty million Saudi dollars on education for minorities in the U.S.
If the Saudis will use their influence to initiate a reformation of Islam, as former Syrian, and now U.S. obstetrician, Wafa Sultan has suggested only the Saudi King has the power to initiate, perhaps our close association with the Saudi Family will have been a good move. But we are now supplying arms to ISIS, just another name for the Muslim Brotherhood, as we did through Benghazi, when Hillary had a charter member of the Muslim Sisterhood, Huma Abeden, has her Chief of Staff, with access to every move we made.
Is the Saudi family at war with Qatar and the Emirates? It may all be a “false flag” misdirection, but were I part of the Saudi family, an alliance with Israel or Russia may be one of few paths to survival.
A defense treaty between the House of Saud and Russia is clearly a possibility. Our open society appears to have mounted the wrong horse in this race. No one questions Putin’s control of his media while few in the West understand the extent to which our media are owned by both political parties. It is called crony capitalism and we are about to learn how really damaging it can be. Who would have predicted that a former KGB director could be more trustworthy than a community activist, one with very close connections to a faction within our CIA, Wahhabi convert, John Brennan? (Who do you believe about Brennan? Admiral James Lyons, retired Commander of the Pacific Fleet, and founder of the Red Cell antiterrorism program within the Navy Seals, publicly identified Brennan as having converted while Brennan was CIA Chief of Station in Riyadh. Our media won’t touch it, but that is no surprise. )
