Baltimore is thug city. I’m amazed that their office is still in downtown Baltimore. I used to drive through there on the freeway once in a while, and it really looked pretty scary—kind of like driving through the South Bronx. I put off any thought of stopping for crab cakes.
And I don’t imagine it’s gotten any better since then.

Do your stock holders and your employees a huge favor and move out of the High Tax state of Maryland and to a Low Tax state like Texas, Florida or Tennessee.
I would also say that in todays world of instantaneous high speed communications there is no reason that your offices need to be in a major metro area. Your head quarters could just as easily be in a city of 75,000 as 1,750,000.
Marathon Oil company is in Findlay, Ohio a city of 75,000 and it works just fine for that company.

It's all glass fiber these days. You don't need to be downtown (or subject to downtown's jurisdiction) to be downtown.

This smells like a bid to obtain some tax “preferences” from the city. T. Rowe could do business anywhere. And there are far better places to have a business than anywhere in the people’s republic of maryland. And it’s a gun-grabbing hell-hole.

We visited Baltimore in fall of 2011. I expected the worst and was actually surprised that it “seemed” a good bit safer than a number of other big cities.
Perhaps I was just lucky.
