In a massive restructuring, the U.S. Army is slashing the number of active duty combat brigades from 45 to 33, and shifting thousands of soldiers out of bases around the country as it moves forward with a longtime plan to cut the size of the service by 80,000.
Officials say the sweeping changes would eliminate brigades at 10 Army bases in the U.S. by 2017, including in Texas, Kentucky, Georgia, Colorado, North Carolina, New York, Kansas and Washington.

Obama's cutting our military and drastically reducing our nuclear stockpile while Russia's building new ICBMs, deploying a rail-based ICBM system and China's creating an aggressive blue water navy. Meanwhile Kerry sputters impotently while cutting secret deals with our enemies. Sixties radicals were always hell-bent on unilateral disarmament. They were Communists, too.

We have been closing bases in Germany....
The only major unit we have left in Germany is 2nd ACR. All of the heavy units are stateside now. In fact there was an article posted on here a few weeks ago about the last of the Abrams tanks leaving Germany.

Is this related to the BRAC?
This is separate from the BRAC. All of the base closings and realignments identified in the 2005 BRAC law had to be completely implemented by the end of 2011. However, this new reduction in the number of brigades could very well pave the way for another round of base closings under a new BRAC law. There have been rumblings that another BRAC was needed. This could speed things along.
