Obama orders US to draw up overseas target list for cyber-attacks

Barack Obama has ordered his senior national security and intelligence officials to draw up a list of potential overseas targets for US cyber-attacks, a top secret presidential directive obtained by the Guardian reveals.

The 18-page Presidential Policy Directive 20, issued in October last year but never published, states that what it calls Offensive Cyber Effects Operations (OCEO) "can offer unique and unconventional capabilities to advance US national objectives around the world with little or no warning to the adversary or target and with potential effects ranging from subtle to severely damaging".

It says the government will "identify potential targets of national.....

Don't believe it. Obamas enemies reside within the U.S.

He can't even say the words "Islamic Terrorism" let alone prosecute such as a threat against the US.

Obama is using the NSA to clamp down on the citizens of the US (who he sees as the enemies of Marxism).

If the War on Terror is over...who is the NSA spying on?

Well that is obvious...the NSA is spying on you and me.

Not a bad move on Obama's part. For once, a slight hint of strategery, as long as they don't call his bluff.

They probably have no idea that he's a sniveling whinging empty suit. jk

I suspect all of the Guardian and Washington Post leaks are all from one person, essentially a Bradley Manning with a higher clearance.

Given the much more limited distribution of the TS material being leaked, they’re going to find the source fairly quickly

The source certainly knows this, per an interview with the Washington Post reporter.

I actually admire Obama.

He is a terrorist of the first order...way better than Osama.

He is damaging this county in ways and in an order of magnitude that make Osama look like a camel jockey.

America will eventually rise up to fill the vacuum Obama has created, but he has been very clever to lie and obfuscate and thereby delay the uprising.

Ultimately, this is a war between Marxism/Islam and Liberty.

Obviously, Liberty will ultimately win...and will even be stronger for the battles it fights to survive.

Deeper in the article...

The directive also contemplates the possible use of cyber actions inside the US, though it specifies that no such domestic operations can be conducted without the prior order of the president, except in cases of emergency.

The director of national intelligence, James Clapper, identified cyber threats in general as the top national security threat.

Obama officials have repeatedly cited the threat of cyber-attacks to advocate new legislation that would vest the US government with greater powers to monitor and control the internet as a means of guarding against such threats.

One such bill currently pending in Congress, the Cyber Intelligence Sharing and Protection Act (Cispa), has prompted serious concerns from privacy groups, who say that it would further erode online privacy while doing little to enhance cyber security.


It wouldn't surprise me if they conduct domestic cyber attacks to try to get this legislation rammed through.

Who defines what an emergency is? Just invoke that one little word and you don’t need a prior order from the president.

Is it an emergency if you think you are going to:
lose an election
lose on legislation
need to implement a new program
Etc.
