Second Amendment rights advocates in Louisiana claimed another victory Wednesday, when the lower house of the Legislature approved a bill to allow for lifetime concealed-carry permits.
House Bill 265, which passed with a vote of 65-19, was the first lawmaking foray by Central Republican Barry Ivey, who beat Metro Councilman Scott Wilson in a special election in early March.
Currently, concealed-carry permits cost $125 and last for five years. Ivey's bill would allow Louisianans to choose between the five-year permit or one that would last for life. The lifetime permit would cost $500 and would require the permit holder to provide proof of renewed educational training every five years.
The bill received little real debate on the House floor. Because it was Ivey's first bill, most lawmakers -- hewing to long-standing legislative tradition -- spent the majority of the debate period "hazing" the new representative.
A small cohort of lawmakers tried to keep things serious, expressing concern that the bill would allow felons to have lifetime concealed-carry permits. But Ivey said that was a misplaced fear because the Louisiana State Police, which issues permits, is immediately alerted if a permit holder is involved in a crime.
Under current law, if a holder is convicted of a felony, their permit is immediately revoked. Permit holders are also required to notify police of a criminal offense within 15 days and of an address change within 30 days; if they fail to do this, their permit is revoked.
Concealed-carry permits numbers have skyrocketed in recent months. Since President Barack Obama announced plans for new federal regulations in the wake of the December shooting at Sandy Hook Elementary, applications have increased by 211 percent, according to the State Police...

Some good news!
In Westmoreland County, the current Sheriff as well as the past Sheriff have been very pro 2nd Amendment and have made it very simple to get your carry permit.
You can open carry without a permit, but need a carry permit to conceal your weapon... go figure.
I always carry and most of the time it is concealed, but every once and a while I'll put on a couple of holsters and carry a 357 Magnum in one and a Glock in the other.
I usually do that only to make a visual statement and it always works.
All of the concealed carry laws are just band-aids masking the issue that all these laws violate the 2nd no matter their good intentions. Any citizen should be allowed to carry anytime, concealed or not, into/onto any non-private property (includes government buildings) and not have to have a permit. The minutemen didn’t have one.
This is still hooey. Arizona requires no permits for anything, and has no problems at all. And while training is a nice thing to get on your own, requiring it is just a waste of time.
Policemen with lots of training and many range hours often will still miss the broad side of a barn; whereas a cute little girl with a bow in her hair who has never held a gun before might be able to plant five rounds in a tight shot grouping at dog-tag elevation.
As far as felony convictions go, Arizona has some arcane rules about gun rights restoration for some felons, but it is not impossible. Most ex-cons probably know if they can, and want to, get their gun rights back. And if the police catch them with an illegal gun, they are in deep kimchi.
I must move to that state.

That is infringement any way you look at it.
I pay the $125 and it pisses me off every time I do.
I should NOT have to pay for my constitutional right, that simple.
I will admit to mixed emotions about the educational training, some people do need it, but it is not in the second amendment, therefore it is an infringement.
If they want to do something, pass a law where we can defend property as in Texas.
Our laws are not bad dealing with self defense (House and car when in car), but an addition of the Texas law would be nice.
This is using the incrementalism of the left to eventually restore rights that were lost. $500 could be challenged as an infringement.
And while training is a nice thing to get on your own, requiring it is just a waste of time.
Most people would be wise to get some instruction for safety's sake. The requirement "to provide proof of renewed educational training every five years," is most likely to ensure they haven't become a threat to themselves or others. People do lose their vision and their marbles. A lot of Alzheimer patients get very agitated in the latter stages of that dementia.
In response to “Resolute Conservative”, were We, The People truly awake and vigilant, as Jefferson wanted us to be, sure, I would agree with you. I would carry “without the pedigree”, because as a military veteran I earned that, but I am one of those folks that, if I do not do things ‘by the book’, Mr. Murphy loves to run out and shake my hand, if you get that, e.g., “Do Not Tempt Deity!”.
Now ... a statewide lifetime carry license, with the requirement of requalifying is a good thing. When I went to my training, the price for a Louisiana license was $100.00, and that was NOT five years back.
My parish of residence (county) does issue a parish-wide carry license. All of my conducted business is within the parish, so I think this is a good thing. It’s cheaper, it’s renewed annually, the checks are done by the Parish Sheriff’s Office, and I’ve not had a ‘wait and see’ timeframe befall me, so I’m quite pleased with the process.
Please remember, when the 2nd Amendment was written, folks knew enough about firearms, because they used them to put food on the table, daily!
Today, firearms, have become something to pick up with the pinkie finger extended and a vocal “ew-ee” coming from the indoctrinated hoplophobe.
Demonstration in safe handling of firearms, is required as part of acquiring a hunting license, and has been since 1980 in different states, so I see no real bother there. The training is performed by NRA-certified trainers, which can be a boon for those who have a difficulty in grasping the methods or the reasons. (At the least, it is NOT the trainee’s husband, wife boyfriend or girlfriend, attempting to teach them!)
Arizona has Sun City and other enormous retirement areas, but still no problem with seniors and guns.
It actually reminded me of, I think it was, a ‘60 minutes’ segment many years ago, about the Sun City volunteer police department.
They went with them to a gun range to do their qualifications, and this skinny old character put on quite a show, fumbling with his specs, needing to be pointed in the downrange direction “where the targets are”, and otherwise acting like a dotard.
And then he pulled his revolver. Holy smokes, that thing had at least a 12” long barrel. Then he let slip with six fast shots. Then they showed him holding his target, with six holes in a circle around the bullseye.
“Shucks,” he said, “They must-a got away!”, back in character. They later admitted that in his younger days he had been a circus trick shooter.
They did mention one bust. A transient who did not know that there is no crime in Sun City. By the time he went through the window of a home, the police already had several calls. He had one foot out and was holding a TV, with four barrels pointed at him.
The police bragged that because of their little old lady intelligence network, a stranger cannot walk the streets without the police knowing his every move.
In any event, no gun problems with the seniors.
