SACRAMENTO, Calif. (AP) Homeless people would be allowed to sit, sleep and panhandle in public under a bill that passed a legislative committee on Tuesday, even as some lawmakers cited concerns about its potential effect on local governments.
The measure from state Assemblyman Tom Ammiano, D-San Francisco, says every person has a right to use public spaces, regardless of housing status.
The bill is partly a reaction to ordinances passed in recent years by several cities concerned about the number of people on the streets. San Francisco, Los Angeles, Santa Cruz and Palo Alto are among the municipalities that have banned people from sitting and lying on streets and sidewalks.

I was referring primarily to the volunteer homeless, not the mentally ill. The bums of the world, the riders of the rails, the hobo of yesteryear.
My grandfather use to regale me with tails of his years as a hobo (back in the early part of the 20th century). Wish he had written them down, would make for a great read. ;-)
i spent some time wandering in the 70's myself, but by thumb never tried the rails
they will stake out businesses and harass customers. how do you get them to leave them alone?
what they are doing isn’t taking any steps to get themselves out of their situation and become a productive person that can’take care of themselvesand doesn’t need handouts to merely exist. good grief.
