Bill says homeless have right to be on the street

SACRAMENTO, Calif. (AP) — Homeless people would be allowed to sit, sleep and panhandle in public under a bill that passed a legislative committee on Tuesday, even as some lawmakers cited concerns about its potential effect on local governments.

The measure from state Assemblyman Tom Ammiano, D-San Francisco, says every person has a right to use public spaces, regardless of housing status.

The bill is partly a reaction to ordinances passed in recent years by several cities concerned about the number of people on the streets. San Francisco, Los Angeles, Santa Cruz and Palo Alto are among the municipalities that have banned people from sitting and lying on streets and sidewalks.

Back in the day they were called vagrants, put in jail for several days and then taken to the city or county line and told not to come back.

But where do they go when martial law is imposed and persons are instructed to remain at home during a manhunt (or PERSONHUNT) for Islamic terrorists?

I run across any number of them several times a day. Some are mental, some are lazy as hell and most carry diseases you don’t want contact with.
They poop outdoors and pile it on the streets in nice places people should be able to enjoy with their kids like the Santa Monica Pier.
A while ago the retarded Democrats had the diseased homeless go into libraries overnight and tons of children and adults were exposed and caught hepatitis, tuberculosis and any other numerous plagues they carry.

If this passes these people will get far more aggressive and it will IMO cause violence.

Why not pay them minimum wage, too?

I thought this was settled with the OWS crowds.

Okay, then I suggest fifty homeless people be bussed to the homes of the Sacramento brain-trusts that support this.

Let them panhandle all day and night outside their home.

I’ve had to walk around pan-handlers at restaurants I wanted to frequent. And I’ve seen some very nice places turned from successful to bust in short order due in part to this.

Then you have a blighted area that does nobody any good. Even the homeless move on after they’ve worked their magic.

You’re right. They get two or three times the income on our dime, and somehow become rich in a term or two. They can’t relate to us, and generally don’t have to live under the laws they devise for us.

I hear ya...

Besides the basic rights to sit, sleep and panhandle in public, I’m sure that the rights to defecate, urinate and fornicate in public will also be respected.

The bill says they're entitled to more than that.

But then this is AP.

Back in the day the mentally ill were institutionalized, rather than fight to have substandard facilities closed or improved the libs and the ACLU fought to have them released to the streets. Now actual NORMAL people are FORCED to endure the crime and filth of this special class.

I suggest that these special folks be bussed to the home of
Assemblyman Tom Ammiano, D-San Francisco and all others like him!
