The city of Chicago agreed today to pay a record $22.5 million to a woman who was released from police custody in 2006 and instead of being taken to a hospital for a psychiatric evaluation, she was released into a high crime area where she was gang raped and plummeted seven stories.
Christina Eilman, was 21-years-old when the crime occurred and she suffered permanent brain damage from the fall and has needed constant medical care ever since. Eilman, who is bipolar, was taken into police custody at Midway Airport after suffering a mental breakdown on her flight from California.
Rather than bring Eilman to a hospital, police released her after 29 hours in custody, despite her parents calling at least nine times to warn them about her mental health status and that she was having an episode.
Police later testified at a deposition hearing that she was visibly agitated and should have been taken to the hospital. Witnesses said she was throwing herself against the bars in her jail cell.

Where is Chicago going to get $22.5 million....Obama’s stash?
It’s called the First People’s Bank of Downstate Illinois.
Bipolar?
That treatment would make me unipolar, I’m afraid. And homicidal.
...the Fail Safe mechanism of the 2nd Amendment is getting closer to final activation.
“Where is Chicago going to get $22.5 million....?”
That’s the first thing that came to my mind.
Maybe some kind of insurance policy. Thing about insurance: If you use it, the price goes up or they take it away.
If you think about, it’s kind of amazing anyone would sell the city insurance.
How are the people of Chicago/Illinois responsible for this?
I know it is popular in certain circles to whine about "the poor citizens who didn't have anything to do with it" but the fact is that they gave their blessing with their votes.
Perhaps the poor wittle helpless people will actually get up and vote the thugs out of office. But unless it hurts they have no incentive to do so.
Incentive has just been provided. Let's see how they respond.
My guess? They will whine a lot and nothing else.
So there will have to be more incentive provided until they do respond.
Here’s the 2010 story on it:
Apparently she was having a bipolar episode and her parents had called the police 7 times to tell them to take her to a mental hospital for evaluation as was also required by police procedure. But instead they dropped her off in a high crime area in the projects where a gang of thugs raped her and threw her out a 7 story window.
Chicago — enter at your own risk.
Now the mayor won’t be able to buy that ivory backscratcher.
Who ever decided that it was OK to drop a white female mental patient wearing a cropped shirt, shorts and a pair of boots in the middle of a gang infested housing project knew or didn’t care what was going to happen to her.
According to at least one report, the cops called her a white b**** before dropping her off. They knew just what would happen to her, and did it on purpose.
