How are the people of Chicago/Illinois responsible for this?

They hired the goons that did this.

I know it is popular in certain circles to whine about "the poor citizens who didn't have anything to do with it" but the fact is that they gave their blessing with their votes.

Perhaps the poor wittle helpless people will actually get up and vote the thugs out of office. But unless it hurts they have no incentive to do so.

Incentive has just been provided. Let's see how they respond.

My guess? They will whine a lot and nothing else.

So there will have to be more incentive provided until they do respond.

Here’s the 2010 story on it:

http://articles.chicagotribune.com/2010-01-05/news/chi-police-lawsuit-testimony-05-jan05_1_christina-eilman-officers-chicago-police

Apparently she was having a bipolar episode and her parents had called the police 7 times to tell them to take her to a mental hospital for evaluation as was also required by police procedure. But instead they dropped her off in a high crime area in the projects where a gang of thugs raped her and threw her out a 7 story window.

Chicago — enter at your own risk.
