The Delaware Attorney General's office says nearly 1/3 of child abuse cases aren't able to be prosecuted because of current laws. Senate Bill 234 is meant to change that and help kids who are being hurt.
The bill redefines physical injury to a child, to mean any impairment of physical condition or pain. Senate Bill 234 has parents worried whether or not they can spank their children.
Mark Salerno is a stay-at-home father of three and he is against spanking.
"I don't believe in spanking your children, there's other ways to discipline them," he said. "I don't think physical pain should be endured on a child."
Salerno says young children can't understand the act of spanking, so to them it isn't a learning lesson. It is just pain.
But for Lupe Torsky, a little bit of pain helps her granddaughter behave when they're in the car together.
"I told her, 'You either stop or else I'll whip your butt,' and that's what I call it," she said. "A spanking is I'll whip your butt. So she didn't stop, she continued and I warned her. I pulled over to the side, I unbuckled her and spanked her."
Some parents want spanking written into Senate Bill 234 as exemption.
But Patricia Dailey-Lewis says the bill was never meant to target parents who responsibly discipline.

It only took about twice with the wooden spoon for my kids to figure out I was serious if I reached for it. And no, I didn’t beat or bruise them, but at around age 3, it did leave and impression on their egos and enough of a sting to know that mom meant business. Both of them graduated from college last year with honors.
They are a little picky about football though.

The other rule is not to threaten them to wait for daddy to get home. If kids need punishing they need it at the time of the offense.
Democrat politicians need to be spanked early and often.

I believe physical pain should be tattood on elected officials. Who ARE these people, anyway?
