A Washington Post/ABC News poll released Wednesday morning found that Americans are divided on tax plans proposed by two of the leading contenders for the Republican presidential nomination, businessman Herman Cain and Texas Gov. Rick Perry. The poll found that a majority of Republican voters favor the flat tax but a majority oppose Cains plan.
The poll found only 36 percent of the total population surveyed favoring Cains 9-9-9 plan. The plan, which has become one of the cornerstones of Cains campaign, would establish the federal income tax and the corporate tax rate at 9 percent while adding a national sales tax also set at 9 percent. A majority of those surveyed -- 56 percent -- have an unfavorable view of Cains plan.
Cains plan is upside down among Republicans, with 50 percent seeing it as unfavorable; 41 percent of the Republicans surveyed favor the plan. Since winning the Presidency 5 straw poll in Orlando last month, Cain has rocketed to the top of some national polls and is leading in some crucial early states, including Iowa and South Carolina.
The plan garners lower marks with voters outside the GOP. Thirty-five percent of Democrats favor the plan, while 61 percent see it as unfavorable. Cains plan registers similar marks from Independents, with 35 percent favoring it and 58 percent opposing it.
The flat tax -- backed by various presidential candidates over the years including publisher Steve Forbes in his bid for the Republican nominations in 1996 and 2000, and once and future California Gov. Jerry Brown in his bid for the Democratic nod in 1992 -- receives higher marks. Forbes announced earlier this week that he is backing Perry for the Republican nomination.
Forty-seven percent of those surveyed favor a flat tax, while 48 see it unfavorably. The idea does better with Republicans than other voters. A majority of Republican voters in the poll -- 56 percent -- back the idea, 41 percent of them view it unfavorably. Independents are less sold on the flat tax, with 46 percent favoring it and 48 percent seeing it as unfavorable. The idea is less popular among Democrats, with 40 percent favoring the flat tax and 56 percent opposing it.
The poll of 1,019 American adults was taken Oct. 19-23 and had a margin of error of +/- 3.5 percent.
Herman Cain offed his own plan when he revised it to exempt low income people from having to pay 9% income tax.
Every American at any income level needs to pay something. No exceptions!
If it looked like in all liklihood it would pass the market would react, positively, before it was actually enacted and in play.
Personally I think he is the only candidate that can actually stop Romney, so I hope he really improves going forward.
I think Perry will be the nominee. People haven't really had a good look at the guy except through the prism of the so called debates. I'll admit he didn't come off looking great in those, but they aren't the end of the story...as many around here wish that they were. Perry's got money in the bank and that will translate into media buys. Let's see how the ads he's starting to roll out do. Let's see how the economic plan that he's just starting to articulate resonates with the voters once they get to hear what he's offering.
Perry's the guy that Buckley would support if he were still alive. He's the most conservative candidate who can win!
But, if you are a private sector employee, supporting the government worker and his retirement, regardless of whether it is in Social Security or some other plan, you get to continue getting screwed by the Federal government confiscating 12% of your earnings to participate in a bankrupt, morally and fiscally program.
Well, sign me up!
Yes, individual deductions.
A family of 4, even if renters, would pay less making $90,000 under Perry's plan. Even less if they pay a mortgage.
Also, many are uncomfortable adding a national sales tax while keeping the income tax.
No president can wave a magic wand and change the tax code. All tax laws must originate in the House of Representatives House Ways and Means Committee. The tax law then must pass both houses of congress and go to the president for signature. This is in the constitution. The president can request and sign legislation, but he cannot ram it through.
“Even with a republican congress, how long, realistically, would it take for either tax plan to get implemented and have an actual impact on the economy?”

Here IS the FACTS? Here IS??? Learn the language before recommending what someone else should learn.
Well of course. Perry's 'round' tax plan is the Santa Claus plan. Merry Christmas. Tax cuts for everyone, don't worry about spending. Compassionate conservatism. Even illegals get out of paying taxes.
How can it be flat when he leaves half of Americans (and illegals) out of paying it at all? Compassionate conservatism.
No it isn’t Perry’s plan is awful. No one I know likes it or his position on illegal immigration
Thanks for posting the links.
Question for you - how many Senators and how many House members support his plan?
No matter what the polls say, the House and Senate will be the ones that decide what - if any - changes will be made to the tax structure.
I doubt ANY member of CONgress will give up the power they hold, that power being the ability to twist the tax code to reward or punush for their (congresscritters) benefit.
To think otherwise is to dream of rainbows and candy....
You mean his new and improved 9-0-9 plan for the 'poor'? Talk about pandering!
“Primarily it is OPTIONAL!!!!”
It’s the Buffet tax.
If you don’t think you are paying enough, you can pay some more.
“Perry’s Tax is Flat...But so is Campaign”

Is cain pushing the 9-0-0 plan or something now?
Thanx
Last night Bachmann was on Hannity claiming that Perry’s plan was her plan. Sure, Michelle, sure.
Today Ken Blackwell removed himself from Bachmann’s SuperPAC and endorsed Perry.
That’s what I thought
