I think it's a lot to do with the "package" more so than actions. But illegal immigration is certainly a similarity in the "action" category. He's a lot more "establishment" than anybody other than Romney (and I'm NOT overlooking Newt when I say that).

If Herman Cain drops in the polls (unlikely) his support would go to Newt.
The killer is the sales tax. No one wants a sales tax (federal) added to an already existing sales tax (state).
Nor do many want to see yet another tool given to the Federal government designed to pry money from the pocketbooks of ordinary Americans.
The 20% flat tax does not give any new powers to the Federal government.
