In promising a U.S. military pullout from Afghanistan will begin in July, President Barack Obama is permitting his commanders to decide critical details, including the number of troops to depart first and whether any of those will be combat forces, administration and military officials said Sunday.
Providing that leeway is important to Army Gen. David Petraeus, the top U.S. commander in Afghanistan. It allows him to pace this year's phase of the withdrawal in a way that preserves combat power through the end of the traditional fighting season in October or November.

Obama never personally gets involved in planning anything at any level of detail. He is an ideologue and a front man who reads a teleprompter.
As to Obamacare, the Porkulus bill, the budget continuing resolution, or anything else you can name, the details are handled by left-wing institutions, funded by Soros or similar sources. Obama barely understands the top-level summary of the policy.
His media sycophants sell the case to the public and put Obama out in front, but the policies always originate from somewhere like the Center for American Progress. In this case, our military policy for Afghanistan probably came from Axelrod and Plouffe and other campaign advisors.
I am reminded of the short-lived sitcom “Carter Country.” In it, the mayor, Teddy Burnside, would delegate his duties to others (including the sherriff). The mayor would always say, “Handle it, handle it” after pawning-off is responsibilities to others. Obama is Teddy Burnside.
He just says whatever his lefty kooks need to hear. Then maybe someone who has a clue must tell him - not so fast. Do you think the kooks have even noticed that Gitmo is still open? Shhhhh don't tell them.
Well I think it is damned nice of Obama to leave the details to his Commanders, it also means he is leaving them holding the bag if anything goes wrong, but I suppose he should leave it to them, since he aint got a frickin clue.
