Not to worry... I will vote no matter what... AND I will drag my 87 year old mother out in 10 feet of snow to vote Republican, even if she is at death’s door!!

The effect will be the opposite of their intent. I don't believe there is a conspiratorial intent, mind you, but if you are correct, then... Historically, late deciding voters tend to break to whichever side has the momentum, and voters who believe their guys are going to get creamed don't tend to turn out as much, making it even worse (note the low turnout is much worse than the high turnout).

That is possible, but not a wise tactic. Such news is at least as likely to depress Democratic turnout by creating a feeling of hopelessness.
