Thus it appears absent of a provision in the bill specifying the verification procedure, that the Commissioner would be responsible for determining a mechanism to verify the eligibility of noncitizens for the credits.

2.) Illegal aliens are exempt from this fine and do not have to have "acceptable" health insurance.
3.) Illegal aliens, while exempt from the fine and exempt from having to carry acceptable health insurance, can, nonetheless, participate in a Health Insurance Exchange, whether they be here temporarily or permanently.
4.) Since there is no enforcement mechanism (Systematic Alien Verification for Entitlements (SAVE)) within H.R. 3200 that would verify citizenship status, the Commissioner would determine the mechanism for verifying eligibility of illegal aliens in the Health Insurance Exchange to receive credits.

Zer0 asserted three weeks ago while in Mexico that our 25 million++ peasant illegal aliens would get a “pathway to ciszenship” (aka Amnesty) beginning in 2010.
The legislation according to Zer0 is already in the works.
IMO the entire “health care reform” effort (top to bottom, 100 percent) is to make sure that American citizens pay the health care bills of the peasants, because they are a HUGE drain on state and federal social services, and someone’s got to pay their bills.
That “someone” would be us.

It WILL be us paying for them. He's protecting all of them - as they are just like him. If not, he'd have shown his birth certificate, school records, and/or visa to prove he's a natural born citizen. Instead he's spent almost a million keeping it under wraps, hidden from all at whatever cost it will take to keep it secret.

BTW, based upon this report, those Health Insurance Exchange credits that illegals aliens would be eligible for would be based upon income and would be subsidized.
IOW, all of the low-income illegal alien would get their health care paid for by tax-paying US citizens.

House Bill 676 is a bill that as an amendment to House Bill 3200 will make health care single payer and lots of taxes, not to mention it will cover illegal aliens.

It will make it a single payer plan, publicly financed privately delivered public health system delivered to all residents - every person in US and territory will receive a Health Insurance card and ID number.
How to pay for it:
modest payroll 3.3% and employers 3.3%
5% tax on top 5%
small tax on bond & stock transfers
Closing tax loopholes and repealing the Bush tax rules

False: Illegal Immigrants Will Be Covered
One Republican congressman issued a press release claiming that "5,600,000 Illegal Aliens May Be Covered Under Obamacare," and weve been peppered with queries about similar claims. Theyre not true. In fact, the House bill (the only bill to be formally introduced in its entirety) specifically says that no federal money would be spent on giving illegal immigrants health coverage:
H.R. 3200: Sec 246 NO FEDERAL PAYMENT FOR UNDOCUMENTED ALIENS
Nothing in this subtitle shall allow Federal payments for affordability credits on behalf of individuals who are not lawfully present in the United States.
Also, under current law, those in the country illegally dont qualify for federal health programs. Of interest: About half of illegal immigrants have health insurance now, according to the nonpartisan Pew Hispanic Center, which says those who lack insurance do so principally because their employers dont offer it.
Makes it kinda hard to enforce this section, eh?

Perhaps you are not aware that the alleged “46 million uninsured” is about 1/2 peasant illegal aliens from Mexico and Mesoamerica.
Under Treatment of Non-citizens in HR 3200, credits to participate in the Health Insurance Exchange would be subsidized (taxpayer-funded).
Problem is, is that without any enforcement mechanism within HR 3200 (and there is no enforcement mechanism to verify citizenship status) illegal aliens can get these credits to participate in the Health Insurance Exchange.
And HR 3200 says that there are no restrictions on illegal aliens participating in the Health Insurance Exchange.
Anyone with half a working brain knows why Democrats have fought tooth and nail to make sure that there is no enforcement mechanism like SAVE within HR 3200.
That is why they defeated Heller's amendment in the House Ways and Means Committee on a party line, 26-15 vote, and why they defeated another similar amendment in the House Energy and Commerce Committee.
