Congressional Research Service

The Congressional Research Service (CRS), known as "Congress's think tank",[1] is the public policy research arm of the United States Congress. As a legislative branch agency within the Library of Congress, CRS works exclusively and directly for Members of Congress, their Committees and staff on a confidential, nonpartisan basis.

CRS Reports are not normally made available to the public, and the timely distribution of this one shows that someone on Capitol Hill wants it to be known in the public domain.
