About half of last year's 179 murders in New Orleans occurred in daylight, with spikes at the lunch and dinner hours, a fact that officials and experts say underscores the brazen nature of the slayings -- and may indicate that many are executions.
Ninety people were murdered between 6 a.m. and 8 p.m., with 19 of them killed between noon and 1 p.m. -- more than any other hour of the day -- and 16 killed between 5 and 6 p.m.
District Attorney Leon Cannizzaro said the daylight killings speak to a pervasive lack of respect for the justice system.
"They are not concerned about the consequences," he said. "They are not concerned about who might be watching."
That attitude stems from a grim reality: Most killers here do get away with it.
So far, the New Orleans Police Department has made arrests in 59 of the murder cases in 2008, or 33 percent of the total. Prosecutors have accepted 32 of those cases, refused 11 for insufficient evidence and are considering whether to pursue the remainder. None of the cases has yet been tried.
Even if convictions are secured in every case accepted so far -- highly unlikely -- that would mean the city would punish just one in five killers. Police could secure more evidence and make more arrests at any time, but homicide cases generally do not age well, becoming tougher to solve with every day that goes by.
Cannizzaro acknowledges the office he inherited needs to secure far more murder convictions. "Obviously, it is a low number," he said. "We would like to think we can do a better job solving those cases."

A number of the murders are "street jutice" killings. Killers killing each other. I guess it's good news that the criminals are knocking each other off.

I thought about that “noon to 1 p.m.” thing and wonder whether maybe times are hard for hit men so they have had to get regular jobs and can only do their “hits” during their lunch hour? That would, of course, be “Bush’s fault”, too, right?
Have you ever seen A&E's "The First 48" program on Thursday nights? It deals with the first 48 hours after a homicide. Pretty decent show. The bulk of the homicides are black on black, Hispanic on Hispanic (many illegals), drug-deals gone bad, road rage that leads to someone being shot and killed, etc. I worked in Corrections for almost 25 years, and it still amazes me how stupid these criminals are. I have to say that if I was a cop, I don't know if I'd be able to put much effort into trying to solve the murder of a drug dealer. I give them a lot of credit.

The likely reason is that they have been drinking since morning, with peak drunkenness around 12 noon, followed by crack or coke use in the pm; the heroin users nodded off well before that. This is an issue of drug use, oure and simple. When the black thugs are high and drunk they don;t care about consequences.

An extensive population-based study conducted by Tulane University and the University of California, Berkeley in 2006 found that nearly half the reconstruction workforce in New Orleans was Latino, and that 54 percent of that population was undocumented, working illegally in the United States. The vast majority (77 percent) of Latino workers did not live in the New Orleans area before the storm, but neither did they cross into the U.S. for the work.
Like Saucedo, almost 90 percent of the undocumented workers in New Orleans lived in the United States prior to the storm, and many came from Texas (41 percent) and Florida (11 percent) to work in the reconstruction of the city, according to the Tulane/Berkeley report. More established construction workers - those with their own trucks and equipment - were in high demand, and teams of Latino workers arrived from across the American South and Southwest.
“We saw a huge increase in the number of Hispanic maternity patients,” said Dr. Kevin Work, an obstetrician with the Jefferson Parish Health Unit in New Orleans. After the storm, Work started advertising his private practice in Spanish to reach out to the new residents. “I expected to be busy, but I’m delivering at least 50 babies each month right now, and 85 to 90 percent of them are Hispanic,” he said. “The demand for this service is unbelievable.”
