Leave it to the Bolsheviks in office to pass a law stating that anything other than paper included in an envelope mailed to D.C. is to be intended for the purpose of creating terror and therefore outlawed.

I do like the idea of throwing loose leaf tea in city fountains.

To get around the strict mail screening, perhaps just sending a picture of a tea bag (or the label from one) and a note about why you sent it would work.

If DHS starts investigating people for sending in teabags, then this country is simply over. Best to know sooner rather than later.

Since mailing unknown substances is frowned upon by the USPS, I recommend a little note on the outside of your envelop "Contains one teabag/Lipton in protest". Use your favorite tea instead of Lipton.
