Afghanistan to Ask NATO for Bigger Army

Afghan officials will go to the NATO summit in Romania Thursday with a request: pay to increase our national Army by 40 percent. A bigger Army, Afghan officials argue, will allow the US and other coalition members to scale back in the coming years.

This appeal comes amid pleas from the US and Canada for other NATO members to commit more to the Afghanistan mission, which many analysts say has floundered over the past year for lack of resources and a coherent strategy. France is expected to contribute another 1,000 forces and Germany is likely to make a bigger commitment.

But American and Afghan government sources with knowledge of the expected Afghan proposal say that an increase from the current authorization of 86,000 Afghan Army soldiers to 120,000 is the only way to create an enduring defense against a resurgent Taliban and elusive Al Qaeda operatives. ORLANDO, Fla. —

ARTICLE SNIPPET: “The sheriff’s office reopened nearly four hours after being evacuated.

Two mailroom workers were treated for burning and watery eyes at the scene.
They were not seriously injured.

“This may be a potential attack, so we’re just going to be safe,” Hayley said.
The Orange County Sheriff’s Office dispatch center is located on Semoran Boulevard, so 911 calls were not being affected, according to Local 6 News.
Authorities are tracking down who delivered the package to the sheriff’s office.

Radioactive substance stolen from Chiba warehouse (Japan)
Tuesday 08th April 2008

A container bearing a radioactive substance was stolen Monday from a company warehouse in Ichihara, Chiba Prefecture, police said. A security camera at the warehouse of Non-Destructive Inspection Co. caught an image of a person removing the container bearing iridium 192—2 millimeters in diameter and 2 mm long—at around 1:40 a.m. Saturday, the Education, Culture, Sports, Science and Technology Ministry said quoting a report from the company.

An employee of the company found the stainless steel hermetic container, which is 25 centimeters in diameter and 40 cm long and weighs 17 kilograms, was missing at around 7 a.m. Monday, according to the police. Anyone exposed to the substance could suffer vomiting a day or so later and acute radiation damage within three days, according to the ministry.

Bomb convicts escape through tunnel in Morocco

A group of Islamic militants, jailed in connection with suicide bombings that killed 45 people in Casablanca five years ago, has escaped detention.

Initial media reports indicate that nine prisoners, all convicted for links to the bombings, tunneled their way out of a prison in Kenitra, Morocco.

Weapons seized nearby Macedonian village of Tanusevci

Skopje - A significant quantity of weapons was found and seized in a police action conducted early Monday at Ramno locality in the village of Tanusevci (Skopje region), the Macedonian Information Agency reports.

93 various types of grenades for RPG-7, one charger for M79 Osa grenade launcher, nine pieces - chargers for mortar launchers of 12mm, four pieces-chargers for mortar launcher of 60mm and two mechanisms for RPG-7 were seized by the police. The Macedonian Ministry of Interior, according to initial findings, announced that the weapons, which were hidden in a forest under branches and kept in bags, were made in China.

The seized weapons were immediately transported in the "Gjorce Petrov" barracks in Skopje. Probe into clarifying the case is under way.

U.S. Embassy in Yemen urges caution after rocket attack

SANAA, Yemen -- A housing complex used by foreigners in Yemen's capital came under attack late Sunday, with explosives shattering windows but causing no injuries, U.S. and Yemeni officials said.

The U.S. Embassy in Yemen said "three explosive rounds" hit the compound in the upscale Haddah neighborhood. Two rounds exploded inside the compound and another blew up outside the building, it said in a statement.

"The embassy advises all U.S. citizens to exercise caution in this area of the city," the statement said. After the blasts, Westerners were seen evacuating the compound. Some rolled suitcases and carried boxes to vehicles with diplomatic plates. Women huddled in idling cars, while children lugged backpacks.

Mauritanian security forces battle Islamic militants sought in killing of 4 French tourists
April 7, 2008

NOUAKCHOTT, Mauritania - Mauritanian security forces surrounded and exchanged fire Monday with gunmen accused of links to al-Qaida and involvement in the killing of four French tourists in December.

An Associated Press reporter saw the bodies of two men killed during sporadic shooting that lasted at least two hours on the eastern outskirts of the West African nation's capital, Nouakchott. One of the dead was a police officer. The other was a gunman in civilian clothes lying outside a house surrounded by police as well as soldiers who were calling in as reinforcements.

Abdallahi Sidi, an officer assigned to the country's anti-terrorism police unit, said four to five men armed with Kalashnikov assault rifles were holed up inside the house. Their nationalities were not immediately known.

Terror Alert In Kuwait: Americans Warned of Possible Al Qaida Strike

The State Department has issued a report that identified an Al Qaida threat in Kuwait, where 15,000 U.S. troops are stationed. The department said the U.S. embassy and the Kuwaiti government have shared information on the threat.

“The U.S. embassy and the GoK [government of Kuwait] have received threat information indicating official and private Americans may be targeted for terrorist attacks,” the report, titled “Kuwait 2008 Crime & Safety Report,” said. “The primary terrorist threat to U.S. personnel in Kuwait comes from individuals with links to Al Qaida and regional jihadist networks.”

The report said Al Qaida could select Western hotels and restaurants in the Gulf Cooperation Council state. Many of the facilities have been improving security amid the Al Qaida threat. “American citizens are advised to avoid apartment complexes where Americans or other Westerners are generally known to congregate in large numbers,” the report, released on March 3, said. “We recommend that Americans maintain a low profile and vary routes and times for required travel to avoid predictable schedules.”

Kuwait has bolstered security amid the Al Qaida threat. The Interior Ministry has deployed large numbers of uniformed and plainclothes officers on the streets of major cities. The high police presence has generated another danger to Westerners in Kuwait.

Yemen Holds 7 in Western Complex Blasts

SAN'A, Yemen - Seven people were arrested Monday on suspicion of involvement in attacks against a residential complex for Westerners in Yemen's capital, a security official said. The official said some of those detained may have connections to al- Qaida, but he did not elaborate. He spoke on condition of anonymity because he was not authorized to talk to the media.

Pakistan: New government axes TV channels

Karachi - Pakistan's newly elected coalition government led by the Pakistan Peoples Party made freedom of the media a major issue when it took two TV news channels off the air.

The channels, ARY One World TV and GEO TV, confirmed they had been taken off air after showing footage of the beating of former chief minister Arbab Ghulam Rahim by Pakistan Peoples Party workers in the provincial legislature assembly.

The officials of the both channels confirmed that their networks were off air throughout the country after airing the footage of the former chief minister and the newly elected member of the provincial assembly, Arbab Ghulam Rahim, by the PPP workers. He was dragged and beaten on Saturday when he entered in the provincial assembly to take oath. Sources said his life was saved only when he sought refuge insidet the parliament and was sent home under the police protection without taking the oath.

This morning he tried again to take his oath of office but the Pakistan Peoples Party workers, who had overwhelmed security arrangements at the provincial assembly, grabbed him and beaten him with shoes. All of Pakistan's TV channels showed the footage but the government chose to close the two major news channels ARY and Geo TV.

"This is the first government in the history of Pakistan which has defamed so quickly,” the news director of SunBiz TV, Muhammad Tahir, told AKI. The minister for information Sherry Rahman was unavailable for comment on the government's action.

Militant leaders meet in Pak, vow to continue `Jehad` in J-K

Islamabad - After lying low for some time, leaders of several militant groups operating in Jammu and Kashmir on Sunday met in Rawalpindi city near here and vowed to continue their "Jehad" in the valley.

The meeting, organised by the Pakistan-based al-Badr Mujahideen at a mosque in the garrison city, was addressed by United Jehad Council and Hizbul Mujahideen chief Syed Salahuddin, al-Badr chief Bakht Zameen Khan and leaders of the Lashker-e-Taiba, Hizbi Islami-Kashmir and other Jehadi groups. "The continuation of the Jehad in Kashmir is linked with the survival of Pakistan," Salahuddin told the 500-strong gathering.

Observers said this was one of the largest gatherings addressed by militant leaders near Islamabad in the past few years. The meeting came just days after PML-N chief Nawaz Sharif, whose party is in the ruling coalition, said no terrorist training camps were operating in Pakistan. Salahuddin said the Jehadi groups would be ready for dialogue with India only if "agrees to quit Kashmir and recognise the fundamental rights of Kashmiris".

He told the gathering that they will continue operating in Jammu and Kashmir as long as even a single Indian soldier is deployed in the state. "We in this gathering want to convey a message to Kashmiri Muslims that they are not alone. We are with them. We will not accept Indian hegemony till the last drop our blood," he said as the crowd shouted slogans like "our way of life Jehad Jehad" and "Allah is Great".

He claimed that the "Jehad" in Kashmir is passing through a "sensitive period" because its traditional supporters had turned their back on it and the base of the movement was now in "Azad Kashmir".

Nuclear scientist says he confessed to 'save' Pakistan

ISLAMABAD — Detained Pakistani nuclear scientist Abdul Qadeer Khan said he took the blame four years ago for passing atomic secrets to Iran, North Korea and Libya in order to "save his country".

Khan, who has been under effective house arrest since confessing on television in 2004 to running a proliferation network, added that the country's new government had not yet contacted him about his possible release.

Khan was pardoned by President Pervez Musharraf after his confession but has remained in detention. Musharraf denied any state involvement in Khan's activities but has rejected international requests to quiz the scientist. "I saved the country for the first time when I made Pakistan a nuclear nation and saved it again when I confessed and took the whole blame on myself," Khan told AFP in a telephone interview from his Islamabad villa late Sunday.

Salt Lake City (AP) — A federal grand jury on Wednesday indicted the cousin of a man who was apparently poisoned by the deadly toxin ricin.

Thomas Tholen, 54, was indicted on a charge of misprision of felony. U.S. Attorney Brett Tolman said Tholen knew ricin had been illegally produced but did not report it to authorities and lied to cover up his concealment.

“The consequences of this action could have been disastrous,” Tolman said.

Tholen, of Riverton, is the cousin of Roger Bergendorff, who apparently was poisoned by ricin and suffered respiratory ailments. He regained consciousness March 12 after about a month in a Las Vegas hospital.

A brother, Erich Bergendorff, has said it’s not clear if Roger Bergendorff made the ricin or watched someone else do it.

Reports: Syrian Military Intelligence Chief Fired Following Mughniya Assassination

Former Syrian vice president Abd Al-Halim Khaddam, who is currently a leader of the exiled Syrian opposition, said that Syrian President Bashar Al-Assad has exploited the assassination of senior Hizbullah commander Imad Mughniya to strike at the status of Syrian military intelligence chief Gen. Asaf Shokat.

He said that Shokat was under house arrest with a guard, and that interior security head Amid Khafez Makhlouf had been appointed to investigate the assassination in his stead.

Official: Al-Qaeda says behind Yemen attack

A Yemeni security official said al Qaeda had claimed responsibility in a statement on Monday for an apparent mortar attack on a complex housing Americans and other Westerners in the Yemeni capital on Sunday.

“Al-Qaeda has issued a statement claiming the attack,” the official said without giving further details. (Reuters)

YEMEN

This Travel Warning updates information on security incidents in Yemen. On April 7, the Department of State ordered the departure from Yemen of non-emergency American employees of the U.S. Embassy and eligible family members. The Department recommends that American citizens defer non-essential travel to Yemen. American citizens remaining in Yemen despite this warning should monitor the U.S. Embassy website at http://yemen.usembassy.gov for updates on security concerns and should make contingency emergency plans. This supersedes the Travel Warning for Yemen issued March 19, 2008.

The Department of State ordered the departure from Yemen of non-emergency American employees of the U.S. Embassy and eligible family members following the April 6, 2008 attack on the Hadda residential compound in Sanaa in which three explosive rounds were fired into the compound. This attack follows the March 18 mortar attack on the U.S. Embassy, which injured several Yemeni citizens in the vicinity of the Embassy. Embassy employees are not authorized to travel outside of Sanaa and have been advised to avoid hotels, restaurants, and tourist areas and to strictly limit their exposure in public places until further notice.

The Department of State urges U.S. citizens to defer non-essential travel to Yemen at this time. The security threat level remains high due to terrorist activities in Yemen. U.S. citizens who travel to or remain in Yemen despite this warning should exercise caution and take prudent security measures, including maintaining a high level of vigilance, avoiding crowds and demonstrations, keeping a low profile, varying times and routes for all travel, and making contingency emergency plans such as ensuring travel documents are current. American citizens in Yemen are advised to exercise particular caution at locations frequented by foreigners countrywide including restaurants and hotels frequented by expatriates. From time to time, the Embassy may restrict official Americans from restaurants, hotels, or shopping areas. The Department of State strongly encourages American citizens to consult the most recent Warden Messages (http://usembassy.state.gov/yemen/citizen_services.html) to get up-to-date information on security conditions. Americans who believe they are being followed or threatened while driving in urban centers should proceed as quickly as possible to the nearest police station or major intersection and request assistance from the officers in the blue-and-white police cars stationed there.

The Department remains concerned about possible attacks by extremist individuals or groups against U.S. citizens, facilities, businesses, and perceived interests. On January 17, 2008, suspected al-Qa’ida operatives ambushed a tourist convoy in the eastern Hadramout Governorate, killing two Belgians. On July 2, 2007, suspected al-Qa’ida operatives carried out a vehicle-borne explosive device attack on tourists at the Belquis Temple in Marib, which resulted in the deaths of eight Spanish tourists and two Yemenis. The targeting of tourist sites by al-Qa’ida may represent an escalation in terror tactics in Yemen. In February 2006, 23 convicts, including known affiliates of al-Qa’ida, escaped from a high-security prison in the capital city, Sanaa, some of whom remain at large. Two of the escapees were later killed while participating in vehicle-based suicide attacks on oil facilities near Mukalla and Marib in September 2006. Those attacks were followed by the arrest the next day in Sanaa of four suspected al-Qa’ida operatives, who had stockpiled explosives and weapons.

Since January 2007, the Government of Yemen has been battling al Houthi rebels in and around the northern governorate of Saada. While foreigners have not been targeted, hundreds of soldiers and civilians have been killed in the ongoing violence. U.S. citizens traveling in Yemen should be aware that local authorities occasionally place restrictions on the travel of foreigners to parts of the country experiencing unrest. In addition, the U.S. Embassy itself often restricts travel of official personnel to the tribal areas north and east of Sanaa, such as the governorates of Amran, Al Jawf, Hajja, Marib, Saada, and Shabwa. Travelers should be in contact with the Embassy for up-to-date information on such restrictions.

U.S. citizens should register at the Consular Section of the U.S. Embassy in Sanaa and enroll in the warden system (emergency alert network) to obtain updated information on travel and security in Yemen. This can be done online prior to arrival in Yemen at https://travelregistration.state.gov/ibrs.

From time to time the Embassy may temporarily close or suspend public services for security reasons. Emergency assistance to U.S. citizens during non-business hours (or when public access is restricted) is available through Embassy duty personnel.
