The IDF had good results with accurized, suppressed Ruger 10/22s firing subsonic rounds which they used to kneecap the lead provocateurs in a crowd. Pretty demoralizing to see your chief agitator fall to the ground screaming in pain, bleeding from the knee.
Respectfully disagree. Rock salt requires the tedious attention of someone to pull the pieces of salt out while the person shot informs you about how much it hurts in between gasps of breath. MUCH more effective than paint balls.
The Israeli product called skunk mixed with indelible dye is a much better solution. Spray the rioting crowds with it. You cant wash off the stink and cant wash off the dye. These people trying to hide will be exposed. Skunk is a non-toxic mix of amino acids which you mix with water. It does not wash off and it sticks for about two weeks. It smells like a combination of rotting carrion and human feces, only vastly worse. Palestinians HATE it. Marking these people physically with dye and making them unbearable to be around accomplishes many many things. Ostracism, getting fired, getting disowned, and taking away their anonymity. Society will take care of the problem and they will be relegated to the dustbin of history.
The big bonus is we did not stoop to their level and meet violence with violence. We met violence with brains. ;-)
Some years ago I did a piece on the use of the 22 for riot control. Family member Colonel Brian Tonnacliff now notes that the Israelis seem to have read my piece and acted upon it, since they are doing in Jerusalem at this time approximately what I suggested. The tactic was reported with some dismay in an English newspaper, which apparently disapproves of the Israeli need to defend itself from rock-throwing mobs. The 22 is handy, precise, and it can be silenced. It is not devastating, but it takes the rock-thrower neatly out of action.
I've advocated picking off the leaders just about forever. Dead, or downed and screaming, that will discourage the others.

A better method would be to use that slippery liquid that the Israelies use. Or better yet the puke and poop gas.
Allow US citizen stakeholders to stop the rioting and looting. Its how the west was won.
BTW, I used a similar technique on campaign sign stealers. A non-drying glue that is impossible to get off of fabric or skin. It is used in insect control on tree bark. Insert signs, paint the grasping surfaces for sign removal and the trap was set. Grab the sign, get this stuff on your hands, try to wipe your hands on your clothes ruining them, get back in your car and ruin your shift knob, steering wheel and anything else you touch. I call it better living through chemistry.

At close range the load does not matter, a mere paper wad can be lethal.
At enough distance even buck-shot will spread enough to miss or not penetrate.
The OP wants to be close enough for salt round penetration, but far enough away to be non-lethal.
Good luck, if that sort of precise control were possible the rioting would already be over.
Use Mace/Pepper spray/Tear gas, stun-guns, water cannon for the most part.
If it reaches the level of true self-defense do not try to just wound or deter, go for center mass until the threat is eliminated.
Glad I am out in the sticks where the feral vermin will never show up as they could not maintain a large enough force to keep their ‘mob courage’ going.

Good try at disinformation. Rock salt WILL work. Worked for many, many years back in the day.
My dad shot a fiend of mine with rock salt many many years ago —late at night mistaken for a burglar, buddy was just drunk looking for a place to pass out.
Maybe two chunks when through his jeans and hurt a bit but would just piss off a lot of people, secondly the effective range is about 10’ max

Don’t bet on urban legends or TV for self defense tips, as most of us knwo holding your pistol sideways does not make it more effective either.
My guess it is done over a border, so the stuff lands on the mooselimb side.
A high speed bean bag is pretty devastating too. However, it’s questionabl how many people have bean bag guns.
