Based on the first "Kingsman" the origin of the independent agency was British aristocrats who lost all their male heirs to the Great War, so there is nobody to inherit the title and land, pooling their resources to create their own spy agency. This appears to be the origin story.

The men of the King’s Liverpool Regiment (including my G-Grandfather) might have been a bit upset that someone had usurped their title as ‘Kingsmen’. Our local Regiment (the Duke oF Lancaster’s) are still known as ‘Kingsman’ instead of ‘Private’.
