This happened to a neighbor of mine. It wasn’t printers, just a lot of junk. In most urban and suburban areas you can’t simply turn your property into a junk yard.
Back in a previous lifetime we had a simple solution that involved a rope and a small plot on boot hill. The world has become so complicated these days. :(

Hoarders like this guy are mentally ill and don’t care about their neighbors or their property values. I’ve seen far worse.

Lot of unanswered questions. All we know is a guy has thousands of boxes in a Salem, MA yard, presumably full of printers. Not even an attempt to get a backstory.

Salem town officials have been working for nearly a year to get the homeowners, Bates and his estranged wife Christina, to clean up the property.
Neighbors say the house has been empty for months and they are fed up with the trash. According to neighbor John Manning, the pile is attracting rats.
That is a lot of printers
When I lived in Southern NH there were virtually no zoning rules. You would see a double wide with three generations of cars on blocks literally next door to an $800,000 home.
On one hand all this kind of regulation was done locally. On the other hand it was almost impossible to enforce. The Sheriff would go out ten or twelve times with warnings, citations, etc.
It was fun to watch the old Yankees get into it with the flatlanders.
